With Lincoln's 10 percent plan, was it wise to let a state back wiht only 10 percent of its voters taking the oath and pledge to abide by emancipation? It would seem hard to form a new state government if 90 percent of the people disagree with it.
I agree, it doesn't seem like the best plan in the world. However, at that point in time I'm sure everyone was still a little uneasy after the war, and Lincoln didn't want to push anything on the people.
